I understand your point, but could you kindly check the last video I sent you at https://www.youtube.com/watch?v=M31ta3I2p18&ab_channel=IanC? In the video, you can see that this is the EP.20 boss launched this year, already after the update you are referring to. It's clear that the cooldown (CD) is not the same as what we have on the Muh server at the moment.

It rather looks like they "sometimes" bypass the cooldown strangely (maybe a replay display issue? I'm pretty sure if you feel a difference it's not because of another cooldown)
An up to date replay file would help to solve this mystery

I'm not having the same experience. On KRO, you can see the performer hitting 3 times with the skill in a 1-second spam, but on Muh, I can currently only use 2 skills. I'm not sure what the correct cooldown (CD) number is based on all the updates, but I'm definitely not having the same experience. Perhaps there is something on my end that needs attention, though I doubt it's a lag issue.

MochiMochi I measured in the video about 0.385s per attack and I measured about 0.4s per attack on my test. This by no means was a very precise measurement, but it was similar enough.
Animations, being hit, apsd, ping can all be factors, too.

Muh I tested under the best conditions. One thing I wonder about is if this could be a spam issue. If spam works solely on information given by the client or if we get a line of commands, it should still be possible for me to achieve a maximum spam of 3 skills. I've seen a few private servers that operate in this way. Currently, I am testing it with a ping of 140.
