In addition to customizing class balance being a slippery slope (as the others already mentioned), I also want to stress: Nothing is wrong with EB.
It doesn't compete with TFB when it comes to dps, but on the flip side it's an extremely convenient farming skill. Pair that with snap and the limited range doesn't matter all that much. EB basically lets you blitz across the map, killing everything left and right, TFB can't even dream of doing that with the same speed.
As far as I know, future content is going to significantly boost that build still, so that's something you could look out for.
I can assure you that TFB doesn't just deal 20b without some serious setup that would usually not work in a realistic scenario (in which case EB would also deal a lot more). Even with full mvp cards and buffs, you're realistically looking at like 5~7b TFB tops against a neutral target.
