Title: Allow Soul Reapers to get Souls faster in PvP

Lower the seconds from wherein a soul reaper can get souls from soul collecting
Why is this a good idea?
This would allow Soul Reapers to maybe be considered in PvP, currently it takes 20 seconds to get 1 soul, and with some of the skills soul reapers have, they need multiple. The DPS Skill requires 3, so it'd take 1 minute to even get that much souls, and if they die, the number of souls reset. With how expanded classes works, they are FAR squishier compared to the transcendent classes, which already makes them have a disadvantage.
Currently, the mitigation for this is using a champion chen card to use Dangerous Soul Collect to gather souls - but this is only up to a max of 2.
What risks or downsides does it have?

Soul Reapers have a skill called Soul Harvest, which allows them to gather souls by attacking. But this has a cooldown of 3 minutes and 30 seconds. In terms of Battlegrounds, you could use this skill once per round, and if you die, it instantly disappears. This makes it hard to even play Soul Reaper normally asides from spamming Kaite and Kaupe because souls take forever to charge, and the one fast way of them charging only allows you to use it once per BG mode within one life - or even 2-3 BG Modes if there are fast rounds
