Reducing the overall damage might make the WoE a bit boring IMO. Since you're locking all the least scaling skills to be unusable, and i pretty much like diversity on every character.
Yes, there is a lot of damage, but what are your reduction gears? What is your build? What is the attacking player using?
Saying "everyone one shots me" doesn't solve anything, are you still using all the free gears from the npc? Maybe that's the issue.
Before doing any buffs/nerfs/balances we need an accurate study on all of these scenarios. Tweaking WoE is pretty difficult and we need the proper proofs to do it, since you can't just nerf X character because someone is crazy enough to +18 their gears and minmax every bit of damage to kill everyone and nerf the class just for 1 person.
