Muh No it doesn't. before cloaking the damage skill gives 1750% damage skill mod. Under status of cloaking exceed, it should gives 2000% damage skill mod plus 3x hits.
Now we are getting 1750% plus 3x hits under cloaking exceed, not 2000% plus 3x hits instead. Unless the 250% differences is merely 100-1000 damage which is not noticeable?
Replay above shown, i was getting 530982 per hit, on cloaking exceed or none.
