Enable using of World Tour Ticket from Lutie (and some other cities)

actually not only Lutie (some of few cities, i forget which) , prevent you of using the world tour ticket.

i might found the reason why Lutie (and probably some other places) cant be the start of the world tour ticket.

because the city itself is locked as a target of world tour ticket, that might be why, u cant teleport from / to Lutie (and some other places)
